Alexey V. Tarasov received his Juris Doctor degree from the College of Law at the University of Oklahoma in 2010. Prior to that, Mr. Tarasov received a Bachelor’s Degree summa cum laude with a major in Political Science and a minor in French from the University of Oklahoma, Honors College.
In November 2010, Mr. Tarasov was admitted to the practice of law in the state of Texas. In March 2011, Mr. Tarasov opened a private law practice in Houston, Texas. At the present time, Mr. Tarasov maintains offices in both Texas and Oklahoma. In addition to being licensed in Texas, Mr. Tarasov has also been admitted to the bars of the state of Oklahoma and the state of New York.
Mr. Tarasov is a naturalized U.S. citizen, having come to the United States from Russia at the age of 13. Since the inception of the law practice, Mr. Tarasov’s work has centered on representing and defending Russian companies and nationals, as well Russian-speaking individuals residing in the United States. Even though Mr. Tarasov operates out of offices in the Houston and the Oklahoma City metro areas, his legal practice is national in scope. Whenever and wherever in the United States a Russian-speaking individual needs legal assistance, Mr. Tarasov readily comes to the rescue. To project this nation-wide presence, Mr. Tarasov keeps a very busy travel schedule. The job demands for traveling to distant places on a moment’s notice to handle the clients’ legal matters prompted Mr. Tarasov to complete the necessary flight training for a private pilot’s license.
The need to serve the Russian-speaking community and businesses in different parts of the United States has led Mr. Tarasov to become admitted to a number of circuit courts, as well as the U.S. Supreme Court. In all, Alexey V. Tarasov has over the years been admitted to the following tribunals:

Mr. Tarasov’s past pro hac vice admissions include such jurisdictions as the Southern District of New York, the District of New Jersey, the District of Maryland, the Central District of California, the Western District of Washington, the Western District of Missouri, the Eastern District of Virginia, as well as state courts in Arkansas, Missouri, Nebraska, North Carolina, Rhode Island, and Virginia. In addition, Mr. Tarasov has appeared in immigration courts in different states across the U.S.
The following are the principal categories of cases that Mr. Tarasov has handled over the years: (1) federal criminal matters – appellate and trial practice; (2) international and domestic petroleum transactions; (3) corporate law and consulting; (4) commercial litigation; (5) immigration law.
Besides representing individual Russian clients and companies, Mr. Tarasov has represented the Russian Government. He has authored an amicus curiae brief on behalf of the Government of the Russian Federation filed in the Ninth Circuit Court of Appeals in a death penalty case. Mr. Tarasov consults the Embassy of the Russian Federation in Washington, D.C. relative to various legal matters on a regular basis.
Mr. Tarasov has been the attorney of record for two federal defendants whose cases are respectively no. 1 and no. 2 in order of priority on the U.S.-Russia bilateral agenda. These are the matters of U.S. v. Viktor Bout and U.S. v. Konstantin Yaroshenko. Both of these individuals have been exchanged in high-level prisoner swaps between the United States and Russia.
It is in connection with the case of Viktor Bout that Alexey Tarasov worked with the Ashcroft Law Firm in association with the former Attorney General of the United States John Ashcroft and the former Director of the Bureau of Alcohol, Tobacco and Firearms Michael Sullivan.
Since 2004, Alexey Tarasov has served as an editor of Russian-American Business magazine and The Russian America newspaper, which were launched in the early 2000’s by Mr. Tarasov’s parents. Mr. Tarasov was previously the White House correspondent for the business publication and interviewed a number of prominent officials and leaders involved in the relationship between Russia and the United States. Alongside his law practice, Mr. Tarasov pursues to this day his engagement in the sphere of journalism.
